Thank you. I have now found the family in 1911.

His wife who he married 28 Otober 1906 previous name Hughes, had a daughter Winifred born 1903 in Belfast.

I now need to find this Birth for Winifred.

ancestryireland.com have a birth of a Winifred T C Hughes 1902 Co Antrim (which most of Belfast comes under).No fathers name given.Pay per view unfortunately

So this seems to fit as the 1911 census says she was born in Belfast. Indications are - preliminary - that she was illegitimate. Her mother Charlotte - known as Lottie - was born Ramsgate, however the only Ramsgate I know of wasn't in Ireland.

Ramsgate in County of Kent is the only one there is.This would give a Thanet registration district for Charlottes birth around 1881-83 but cannot see one in that county.

Yesterday, I had my troubles with their site and so I used the transcript only.
Father - born Dungannon
Mother - born Ramsgate
Daughter - born Belfast
Stepdaughter - born Belfast.

Mother doesn't appear in 1901 census of Ireland.

Working on the theory that as patten-walsh & Flook seem to have confirmed a birth-place as Ramsgate, and no registration for 1880-1882, I wonder if she was born there, registered under a different name, later adopted by a Hughes family and appears as such in 1891 or 1901.

Off to check that now.
 
There is a baptism for a Charlotte Beatrice Hughes on 8 October 1878 at Ramsgate St. George.
Father Robert a Drill Sergeant and mother Charlotte Elizabeth.
Abode Tenterden.

There are a couple more around Faversham, Folkestone and Margate.
Have not checked deaths or census for them.

Do you know from some other source that Hughes was Charlotte's maiden name? If not, do bear in mind the possibility that Charlotte had been married before.

I think you will need to get the marriage certificate of Thomas Gordon and Charlotte if you want to trace her line further. According to FamilySearch, a Lottie Hughes married in the last quarter of 1906 in the Belfast district (vol 1, p.253). There is a Thomas Gordon with matching reference.
