Aged 24, Wolverhampton Ann E. Aged 6, Wolverhampton Charlie Aged 13 Months-Wolverhampton Henry J. Aged 3 days, Wolverhampton There is also Arthur GOODMAN aged 6 listed as Grandson living with Flora’s parents RG12/2236/50/19 Both Ann E and Arthur are aged 6 which means they would have been born before the marriage of William and Flora There is an entry on the GRO indexes for Annie Elizabeth POWELL with no MMN Other than the entry on the 1891 Census I have not been able to find any other record for Arthur.

Arthur John baptised 18 Aug 1866, parents Thomas and Matilda. Died 1931, buried Merridale. (familysearch). May fit into the Wolverhampton Goodmans somewhere. (Just found this particular baptism on FMP and had to laugh at the father's occupation... he's the registrar of births etc. HE would know the answer to all the above!)
Thinking outside the box, have you thought that they were not twins but children of 2 different mother in the same family, born in the same quarter which is why they were not registered at the same time?

He was buried in Heath Town Church graveyard and was from Church Street Heath Town, which is unlikely given the locations in the census
