I have a person in the 1939 Register whose occupation is "Leather Wheeler" -- can anyone tell me what this is?

Many of the people on the page work in aircraft construction -- did aircraft have leather wheels?

Putting just occupation, Leather Wheeler into the 1939 census sees over 100 entries, the majority in the West Country.
I have randomly looked on a few, most have Heavy Worker, some have Wheeler and Shaver, one mentioned Chamois Leather, another had Glove Leather Wheeler, and another Leather Factory, so it could be something to do with glove making rather than war work, not that I can find it as an occupation even in the Leather Trade lists.
