My friend Tim has been in touch again. I have done a bit of digging and discovered that the CHAPPLE family (various spellings) appear to be quite prolific in Devon but can find nothing about this chap.
The date of 1797 is intriguing as I found this:
A French invasion scare in 1794 led the Government to pass a bill inviting the county Lord Lieutenants to raise troops of volunteer cavalry composed of gentlemen and yeomanry. The latter were tenant farmers and freeholders. By 1798 every county had raised several such troops.
