While searching someone in the U.S. (Although he was born in Britain) I came across an entry for him in the SUPPLEMENT TO THE LONDON GAZETTE, 8TH JUNE 1963

The QUEEN has been graciously pleased, on the occasion of the Celebration of Her Majesty's Birthday, to give orders for the following promotions in, and appointments to, the Most Excellent Order of the British Empire:


This is usually shortened to 'Order of the British Empire' OBE

This chap is in the following division.

To be Ordinary Officers of the Civil Division of the said Most Excellent Order

Does this mean he still gets an OBE?
 
Short answer: yes

Longer answer: The whole category of the award is called the Most Excellent Order of the British Empire, which tends to get shortened to OBE - which should not be confused with the award within this category... o_O

There are 5 classes, the highest two of which would create either a Knight or a Dame as in Knight/Dame Grand Cross or Knight/Dame Commander. Then there is Commander (CBE), Officer (OBE) and Member (MBE). The term ordinary in this case does not mean that he would not be a recipient.

So, your chap would be the recipient of the OBE within the Most Excellent Order of the British Empire. ;)
