Royal Arsenal d??ger building

From the 1939 register, can anyone fill in the blanks for me.
I had never found my habitual criminal Robert Tullett before, perhaps because he is
transcribed as Ruby on FMP!
He has a chequered past, spells in jail and being listed as weak minded in 1915, so I was little surprised to see he was working at the Woolwich Arsenal
