I wondered why they put into quarters not every month, seems a easier solution, doing them quarterly
May be to do with including later entries to keep them all in a specific time frame. Then again I think it's done by men so who can know?
So, could this perhaps be Ellen LEWIS, Annie & David T in the 1901 census of Llanfair Clydogau (RG13/5144, folio 46, page 6) living at Pentre Cottage:
Ellen LEWIS Wife M 33 Coal Miner's wife Cardigan Llanfair Clydogau
Anne do Daur 5 do do
David T do Son 9 months do do
And there is an Ellen LEWIS who is the Head of household still living in Llanfair Clydogau described as a married Charwoman aged 45 born Llanfair Clydogau together with sons Daniel John aged 7 & Evan James aged 6, both born Llanfair, the census stating she has had 4 children, 3 of whom are living, and one who has died.
From what you have said above, this does sound likely to be your family which means that your Thomas LEWIS probably married Ellen DAVIES.
National Burial Index shows the burial of a David Thomas LEWIS at Llanfair Clydogau on 18 November 1910, aged 10.
Yes this is the family as you can see from the census,s Thomas not in any of them, except for 1939, where they give occupation as retired AB seaman
