Red line

I have found Richard Tyers on the 1921 census, Archive series RG 15, Piece number 28113, Page 35 Schedule type code NM, Abbassia Hilmi Barracks, Abbassia, Cairo 2nd Battalion, Middlesex Regiment.
There is a red line through his name as there is for others on previous pages (e.g. p 34). I expect the reason for this red line is given by the writing just after it, but I cannot read it.
Any ideas?

It looks like a signature ? G. Lewis but I can't get the first bit-looks a bit like 'Sir'
