I still think it is some sort of Edward VIII related thing - the photo I posted is pretty poor and hides much of the design. I am pretty convinced it is ER with the VIII underneath. But I am certainly no expert on badge design so most interested in the suggestions from other TD members which are always most interesting.

Just googled Edward VIII Cipher and from the image it brought up from Wikipedia I don't the cipher on your item could be Edward VIII's cipher, mind you that's only a "don't think" not a "it's not".
Saved that image plus one of George VI's to my "Desktop", tried to put the images on here but for some reason could get the image thingy to browse, I feel sure I've succeeded before.

Just followed your idea there, Findem, and spotted the same cypher design - but with VII rather than VIII - but the ER is exactly the same as the badge I have. That suggests that it is some sort of commemoration thing for royalty - and looks as though they re-used the Edward VII design before a new design was created for Edward VIII?

The Edward VIII is totally different to my badge.

No markings at all on the reverse of the badge, Jan.
Absolutely nothing on search engines by the looks of things - I have spent hours trying various searches.
I do feel the ships wheel relates to a shipping line perhaps - there are lots of similar basic design badges out there - but why the royal stuff? Did he perhaps have a royal yacht? Questions...questions...!

Look what I've found.....on a well-known auction site and described as a King Edward VIII Prince of Wales Enamel Pin Brooch - no ship's wheel, but the rest is the same
The item is not still available, so the only picture and info is this - don't even know how much it made......Ann

Well, that is the same badge - so there are at least two of the things in existance! Mine is somewhat better condition though!

That one sold for 99 pence plus P&P. So obviously not going to set me up for a life on a tropical island!
