Well I have no luck in tracing Frederick Furbank either - not a sign of him on the 1851,1861, or 1871 census. In desperation I have looked at the Rogers family to see if there was any connection to Florence - none I could see. I have even looked at the wedding witness Samuel Dabner (a workhouse porter, age 44 married but enumerated in 1891 at the workhouse with all the other staff - it appears he married an Elizabeth Jolley in 1890), again nothing to tie him to Florence.
So unless someone can up with something better, dizzyme's suggestion seems to be the way forward.
