FMP do have some baptisms for the surname Rule in Dryfesdale (FMP source Family Search), no Nichol/Nicholas but several around the 1800 mark.
All seem to be children of Robert Rule, and Irving bap1804 is the name of one boy and Margaret Irving the name of a daughter, also bap 1804, Thomas bap 1802
Perhaps FS has more?

One interesting entry is George Carruthers Rule b1826 s/o Nichol Rule and Maria Parker
