Union workhouse Madron 1849

Cornish to the Core
An 1849 death certificate has John Bennetts - his mark and present at death of David Bamfield.
Would John Bennetts been an inmate or visitor? I can't see that he would have been Master because that would have been wriiten as such and surely he would be able to write?
I have a death of someone else that died in a union workhouse and on that certificate it said that the Master of the workhouse signed it.

Where would the admission records be for the workhouse? are they at the local archives? perhaps if you could see them it might help. I have a death certificate that has an informant as an inmate at Norwich Hospital in 1889. I know it's not a workhouse but i was surprised it was a inmate.

Any records are currently held by the Cornwall Archives in Redruth. However, the Workhouse website states that few records survive. :(
