What are these Words?

Any ideas on the two words either side of never?

I think the second one is Etc - an ampersand and a c. Still looking at the first one, but it's obviously an abbreviation

All i have for the first word is "Claim[an]t" but am far from convinced ...

Looking at the rest of the document, I think it reads Eamt - which is E(x)am(inen)t. Earlier in the document it is abbreviated to Examt. I suspect these may be the rough notes made by the overseers, so it didn’t really matter how they abbreviated things, as long as they knew what they meant!
