Is it the same as being a Tenant in England?
Short answer: yes. :D

Longer answer: it is someone who has the right to hold land for which a payment in grain or money must be made rather than undertaking military service, which some tenants did for their Laird. They also have the right to use the land "in perpetuity" for a fixed annual amount.

Feu is Scottish for fee and you also see it in the word feudal. ;)
