William Howdle Harvey b. 1847 absent from 1851 Census, alive afterwards

This fellow comes from a large family and was the first born:

GRO HARVEY, WILLIAM HODWELL HODWELL [sic] HOWDLE GRO Reference: 1848 M Quarter in DUDLEY UNION Volume 18 Page 360

Father was Joseph Harvey (1827- 1874) and mother Elizabeth Howdle (1829- 1907).

Family reported at England 1851 Census:

Elizabeth Harvey Wife 22 1829 b. Willenall, Staffordshire, England
Thomas Harvey Son 9 Mo 1850, b. W Bromwich, Staffordshire, England

William is back again in the 1861 Census and married Eliza Jones in 1865.

Most websites have my William confused with another William, but he was William Worley Harvey and his dates are very close, but father was John.
The Harvey Grandparents Thomas H and Sarah Beddoe, died before the 1851 Census and the Howdle Grandparents, George H and Hannah Lazenby didn't have William HH with them.

I've run out of ideas on how to locate the little tacker!
 
Is this him with Thomas Butler and Harriet his wife, retail brewer as 3 year old nephew, born Tipton. Event place Farley Street West Bromwich. Also is a niece, 7 year old Harriet Wilmot and a 13 year old servant Eliza Frost.

December 1844 on Freebmd marriages a Harriet Harvey is on the same page as Thomas Butler. Walsall Staffordshire. Vol 7 page 287.
