Do we have to factor in some 'poetic licence' to these medals?

I think so. The silhouette itself is probably a good likeness - they usually are - but the medals could perhaps just be a representation of his importance. I was wondering if they related to knighthood or similar but the ones that I have found don't even seem to come close.

I've been thinking along the same lines and also wonder if they could be related to something like Freemasonry?

They do look stuck on. Even the smaller ones don’t sit on his jacket, the way they should.

Update:

Apparently, this silhouette was not in Tim's collection but was one that he was thinking of purchasing. It has arrived from America and Tim took the silhouette out of the frame to inspect the inside and see if there was any further information on the back of it. There was! The chap is Lieutenant-General Sir John Elley KCB, KCH, KMT, OS and more information may be found here:

So we are no longer flummoxed

So one of the large medals is the KCB and it looks like the bar has his Russian medals on it.
If I go to Windsor again I will have to look for him in St George's Chapel
