Another Mystery Silhouette

Do we have to factor in some 'poetic licence' to these medals?
I think so. The silhouette itself is probably a good likeness - they usually are - but the medals could perhaps just be a representation of his importance. I was wondering if they related to knighthood or similar but the ones that I have found don't even seem to come close. :(

I've been thinking along the same lines and also wonder if they could be related to something like Freemasonry?
 
It would certainly help if we knew who the chap was, but that's a mystery as well - to Tim as well as us! :rolleyes:
 
Update:

Apparently, this silhouette was not in Tim's collection but was one that he was thinking of purchasing. It has arrived from America and Tim took the silhouette out of the frame to inspect the inside and see if there was any further information on the back of it. There was! The chap is Lieutenant-General Sir John Elley KCB, KCH, KMT, OS and more information may be found here:
