I got it wrong...it was Hodge, the murderer who was hanged, whose wife was sister-in-law to the Marquess of Exeter. Shoulda read it thoroughly. Back to the drawing board

Richard Hetherington was one of the first to attain prominence. He was made Governor of the locale of Tortola; later he also became Governor of Burton in Lune Vale

Glad you re clarified about the Marquess though,have been looking for connection and I also forgot about Hodge.
