I need a little help interpreting this prison log

is it James Mongan.jpg This comes up as a hint for one James Roscoe Mongan, 1825-1909. I have him as born in Dublin, Ireland from the 1901 census (the only other census I have is 1871 but that just says Ireland). He was also known as Roscoe Mongan.

He was a translator of Roman literature such as Virgil, Juvenal etc. Two of his publishers were involved in a court case over copyright of his publications, this while he was in Dublin. He was declared bankrupt in 1866 (this in London) where he is described as "Author and Teacher of Languages"; he married in 1878 to Eliza Thornton.

This snip is from 4 Dec 1862 in Dorset. I do not know if he was in England at this time, but I do know he was in 1866. It has been transcribed as James Mongan, birthplace Kibinsh, Edmont, Ireland.

The name looks more like Mangan, the placename makes no sense; the only hope I have of tying it definitively or not to my person of interest is in the interpretation of the occupation "R.M.A. b. Compt"? Any ideas?

RMA is probably Royal Marine Artillery. The ranks were "gunner" (=private), "bombardier" (= lance corporal), then corporal, then sergeant. I can't see where "b compt" would fit in there. Some kind of company or battalion clerk?? Not sure what the RMA would be doing in Dorset in 1862 (they usually came ashore at Portsmouth, where their base was.)

Royal Mounted Artillery did occur to me yesterday, but didn't seem to make sense; I had also wondered if that b was a 6

Various companies of the Royal Artillery would have been posted in Weymouth's Nothe Fort, I think from Napoleonic times and I believe up until the 1960s so a RA man would not be totally out of the question

So would a soldier have been dealt with by civil authorities rather than handed over to the Army?
 
The Royal Marine Artillery (RMA) were nothing to do with the Royal Artillery. The RMA was a sub-group of the Royal Marines and came under the authority of the Admiralty, technically they were Navy, not Army.

I suspect that if the crime was committed outside the barracks, out in the community, then a Marine would be subject to civilian law?

The'b' does look just like the 6 in last digit at the end of paper. Might it be 6 compliment? for whatever reason.
